For Lost Animal Souls Shelter, a small NGO on Facebook that depends on public funding, that meant trouble. We had to reinvent our approach towards our Facebook community. We did that by converting our fans into administrators. This meant that we got people more involved in the daily management of the community. They weren't mere observers anymore but contributors. The added benefit was that as administrators, they received a notification every time a new piece of communication was posted thus depending less and less on Facebook's declining organic reach problem.
